Overview
Ice Queen applies Freeze with her attacks and specialises in dealing more damage to enemies already at low health — a genuinely useful early-game combination, since Freeze buys your damage units time and the low-health scaling helps close out waves before they leak. She does not appear on the official tier list, which puts a hard ceiling on how much you should invest, but as a Legendary you will likely own her long before you own a Mythic.
Why C tier: C. Good while you are climbing, replaced the moment a real Crowd-Control unit like Salmon Sorcerer lands.
How to get Rukia
